Plz read Robert Caro's _The_Power_Broker_. It is a book that needs to be read several times; I know that everytime I completely read it, I come away with something new. There are many things plaguing Detroit, but I will focus on one core issue: Roads. They are strangling the City. It has been demonstrated time and time again that a road without adequate mass transit (service every 10 minutes 24/7) sucks economic activity away from a high-density area and towards low-density areas. This is an economic fact. So: Just what is to be done? Detroit must take over maintenence of all roads within it's borders and reduce them to four lane roads. During rush hour two of the lanes will be restricted to buses. Why do this? Because when people get out of their cars, economic activity automatically becomes concentrated, while it becomes dispersed when a person gets behind the wheel. This, of course, is not the only problem plaguing Detroit, but unless the problem is resolved, the City will never recover.
