Sewage threatening Great Lakes

Our greatest resource is being used as an open sewer according to this study.

The greatest offender? The City of Detroit. Of course the Detroit Water & Sewerage Department handles the water needs of over 4 million customers in southeastern Michigan.

Sounds to me like we need a public works project to keep rain runoff out of the sewer systems and protect our Great Lakes. What do think?
